The Government announced at the forum that the volunteer service will be a good way of getting a job

Amparo Valcarce, Secretary of State for Social Services, Ministry of Employment, announced a package of Government measures to take advantage of the work of volunteers, after participating in the opening ceremony of the 18th World Volunteer Conference being held as part of the Forum Barcelona 2004. Amparo Valcarce revealed the Government's firm determination "to put social pedagogy into practice" and to obtain "greater recognition for the work carried out by volunteers so that Spain is no longer at the tail end of volunteer social work within the framework of the European Union". The Secretary of State has announced that the Executive will increase the recognition given to volunteer work when volunteers are looking for work and entering the job market. "To be a volunteer is something to be socially proud of; unpaid work that will be considered as a good way forward and in gaining access to a job", declared Valcarce who also expressed the Ministry of Employment's intention to involve industrialists in this initiative.

Valcarce also went on to mention that the Forum Barcelona 2004 and the inauguration of the 18th World Volunteer Conference is the "perfect framework" to remind people of the electoral promise to set up a new Cooperator and Volunteer Statute, which as yet does not have a definite date for implementation, although the Secretary of State has committed herself to finalizing the drafting stage "as quickly as possible". It is within the framework of this Statute that the work of volunteers will be taken into consideration in terms of gaining access to the job market.

Valcarce also announced that in the next State General Budget, which will be drafted in September, the financing of the volunteer services and the NGOs that are behind these services are to be increased "significantly". Valcarce explained that the idea is to grant multi-annual financing so that the projects run by these organizations have greater continuity and that "the contracts of the people who work for NGOs also have greater continuity". "As a result of the 0.52 percent on Personal Income Tax, more resources will be earmarked towards providing greater stability in the sector", announced Valcarce after insisting on the fact that the Forum Barcelona 2004 "is the basic framework to announce the Government's commitment to NGOs and to their stability".
