UNESCO is the main partner involved in the event, with the unanimous support of the organization’s 186 member states. The Organizing Consortium of the Universal Forum of Cultures – Barcelona 2004 was constituted on May 27, 1999, with the mission of preparing, administering and organizing the events to take place in 2004. The Barcelona City Council, the Catalan Autonomous Government and the Spanish Government are equal participants in the Organizing Consortium, which is overseen by three administrative bodies: the General Assembly, the Executive Board and the Permanent Committee. The three levels of government involved in the event are equally represented in these bodies.
